Any of these members can veto any measure. Secretary general is chosen by secret ballot and serves a maximum of two five year terms. Why is it still dominated by the power who won world war ii. Make a new category of members that serve a longer, non permanent term. Reelection is possible, so permanent as long as they command respect. Permanent power needs to think of world as a whole and not just themselves. Let someone else bear the costs of checking the aggressor. The most preferred strategy for checking an aggressor and keeping the peace (according to mearsheimer) But, can be risky if buck-catcher fails.
