Document Summary

Reconstruction: rebuild the south after the civil war (1866-1877) Southerners wanted reconstruction on the basis of white supremacy. Hopeful image of reconstruction: blacks have the right to vote, etc etc. Return the slaves to something as close to slavery as they could. Black codes - laws to control movement & activity of the blacks. Debt peonage - sharecropping (give portion of crops to the landowner as rent) Always in debt to the owner - economic slavery. Working with overseers sharecropping was in between. Lincoln: faith in unionists (mountaineers, old whigs) 10% plan: 10% of 1860 voters take loyalty oath (future loyalty) - to the us. Unionist, anti-aristocratic (talks tough at beginning) but a democrat. Believes in: states rights & white supremacy. (wanted south into the union as fast as possible) rapid restoration - exclude ex- rebels; allow individual requests for amnesty ; allow pardoned ex-rebs in. Vetoes: extension of freedmen"s" bureau & civil rights bill, 1866.
