Viewing deviations as abnormal, error, or negative (emic approach) Comparing mean scores on a construct (ie. cwbs) assumes no cultural differences in interpretation. Is the content of the item relevant to the culture. Ie. smiling may not be normal in japan to show that you enjoy your work. Cvi scores indicate degree of agreement among sme raters. Inter-rater reliability - how consistently people rate each item in terms of relevance. Statistical test depends on number of raters and level of measurement. We cannot take mean scores between two cultural samples at face value.
