Due to large amount of men enrolled in military after ww2. 2) 1960-early 1990s: increase in crime rate. Post war baby boomers reaching crime-prone age. Growing professionalism of some police departments and better accuracy of data collection increase in drug related activity. Modified reporting requirements made it less stressful for ppl to file police reports. Third way report titled the impending crime wave.
