Each has its own term length for representatives. 2 years for house, 6 years for senate. The framers needed an executive to o set the powers of congress. Each state has number of electoral votes equal to their number of representatives in house and senate. Electors chosen by parties, and decided by popular votes within states. President and vice president not elected until second week of december. Four instances in which a candidate lost the popular vote but won the election. Passage requires 2/3 vote in both house and senate, and approval by 38 state legislatures. However, altering the nation"s governing document can be dangerous. Constitution required rati cation by 9 out of 13 states. Each state calls its own convention to discuss. Some fear national government will be too powerful. Danger or bene ts of factions about to be realized. A system in which the national government shares power with lower levels of government.
