Schuman wanted to open the proposed organization to other countries in europe: this ultimately meant the benelux: european coal and steel community (ecsc)- ratified by germany, france, italy and the. Spaak (belgium) supported an economic community and further integration along the lines of monnet s idea for an atomic energy community: monnet thought an economic community was too broad. Instead he supported euratom: the council asked spaak to prepare a report on the possibilities for re-launching europe. In may of 1956, spaak presented 2 reports. Community (general economic): france supported the euratom because they wanted cost sharing. They were against an economic union and weary of opening markets to germany: germany opposed the eec because of the effect it would have on free trade.
