1940s &50s: the treaties of rome & the founding fathers. Monnet"s plan & schuman"s follow-up for declaration. European coal & steel community - ecsc: first step towards supra-nationalism. Functionalism vs. federalism: functionalism: mitrany, federalism through functionalism: monnet, schuman, federalists: spinelli, churchill, difference between factionists and federalists -> federalists want it right away but functionalists want integration to be achieved gradually. Federalists would just want to write a constitution written, with set guidelines that can be followed right away: functionalism (mitrany) meeting needs as they arise , neofunctionalism (haas) Ecsc: high authority = commission, court of justice, council of ministers, the assembly, started with coal and steel as they are core resources for wars and weapons. These were the first 6 to formulate the eu. Belgium, netherlands and luxemburg: the top 3 had their own benelux. Italy not very involved in ecsc negotiations. Communists, neutral and less developed countries could not be part of ecsc.
