Was meant to arm great britain to fight the germans. Pushed the united states closer to war, but was designed to keep us out of war. +the british would fight and we"d just supply. Internationalists concluded that the united states entered both world wars because of issues surrounding trade policy. The united states with its tariffs and lack of cooperation was almost at fault. Used rhetoric to sway americans to support reform. Franklin roosevelt administration was worried congress and the allies wouldn"t support their fixes.
