Congress has the power to tax to provide for the common defense. Congress has the power to borrow and spend money. +social security and retirement funds hold most of the united states debt. Congress has the power to regulate international commerce. Congress has the power to set up tribunals for people who violate the law. Necessary and proper clause says congress has the power to legislate whatever is necessary and proper for the good of the country. The founders meant for congress to be dominant but today it isn"t. The president gets around congress by using the executive agreements. Sole executive agreements mean only executive of a state set up this agreement. +so long as the executive is in office the agreements stands and future executive often uphold them to maintain the position"s credibility.
