It is a system in which the most powerful decision makers are selected through fair and periodic voting procedures in which candidates freely compete for votes, and in which virtually all people have the right to vote (huntington). A democracy must be able to exercise power without being subject to overriding informal opposition from unelected officials. (for example: iran is not democratic because religious power can dictate the government). Dictating" what ms should do and people didn"t vote for it. All 4 conditions must be present together in order to have a modern democracy. Free and fair elections: must be recurrent, free and fair (no intimidation and no cheating on votes) Universal participation: no exclusion for the right to vote. Civil liberties: no hr violation, no censure of critiques or media, protection of citizens, courts, etc Responsible government: once elected, government can take decisions unconstrained but for the population, with respect of civil liberties.
