These two aims are closely tied applied research can only be done with the help of basic research. In order to find answers to questions, you need a theory, or process. Guessing or speculating is not good enough you need proof. This is why we have the scientific method: hypothesize from past research (take an educated guess on what your answer might be, experiment to test your hypothesis, support or disconfirm your hypothesis using the data you found.
