Texas has 4 districts, several courts in each. President trump would have to contact, by senatorial courtesy (tradition), senator cornyn (texas) and say, "john who would you like for me to pick?" You may have several district courts and judges across one district. Even though there is 4 districts there is dozens of judges. Once you appeal you go to federal court of appeals. Eleven of these for states, numbered 1-11. Have to cross state lines if there is only 11 courts to cover all cases.
