Bill Referral Procedures
A concurrent resolution, designated H. Con Res. Or S. Con. Res., must be adopted by
both houses, but it is not sent to the president and does not have the force of law. (Used to
express the sense of congress on foreign and domestic policy issues. Also sets time for
adjournment.) Ex. Foreign policy is limited in Congress.
A joint resolution, designated H.J. Res or S.J. Res., requires the approval of both houses
and the signature of the president, and has the force of law if approved. No practical
difference between a bill and joint resolution. (Used for single appropriations and
Constitutional amendments, which do not require the president’s signature. President
has no authority over amendments.)
Referral to Committee: submitting a bill to a committee is the referral process. Routine
Referrals to Standing Committees, Multiple Referrals (Used Predominantly in H.R.)
oJoint Referrals: both committees have control of the bill
oSequential Referrals: both committees will have control, one committee will
review it first, and then a second committee will review it
oSplit Referrals: the committees will have an opportunity to review it but only
have control of part of the change of the bill.
Speaker has the ultimate control of where a bill will go committee wise.
In Committee
Powers of Committee Chairs: Control of the Committee’s Agenda, Referral to
Subcommittees, Management of Committee Funds, Hiring and Firing of Committee
Staff, Designation of Majority Party Congress. Historically parties in Congress have been
weak.
Respond to incoming phone calls and determine if caller is prospective or current client, vendor or
Company team member.
