The result would be your removal by congressional security forces. A bill becomes a law through a prescribed series of steps. Referral: once introduced, a bill is assigned to the appropriate committee, the committee chairman sends it to a subcommittee, the house and senate handle referrals differently. In the house, the speaker refers bills to committees. Those who support or oppose a bill may testify. Subcommittee chairmen usually make sure that debate at hearings is fair but limited: markup. Once hearings are completed, the subcommittee alters and fleshes out the details of a bill. During markup, the details of your scholarship bill which students wuld be eligible, which colleges would be eligible, and how the scholarship money would be raised would be hammered out.
