Naional quotas are writen into the consituion that requires paries to include women as their candidates. Improve the representaion of minority women relaive to majority women, though sill disadvantaged relaive to minority men: tandem: gender quota and minority quota ied together. Increase dramaically relaive to majority men and women. Only when naional gender quotas combine with naional minority quotas do minority women win seats (by depriving seats to majority women) Minority more than gender but less than tandem. Any type or combinaion of airmaive acion policy does litle to diminish the odds of representaion of majority men. Impact on policy is unclear, not much efect on policy or laws that are passed.
