Gerrymandering is the manipulaion of poliical boundaries of an electoral consituency to favor a party or class. Whereas the designaion of district lines is oten the responsibility of elected oicials, their impariality is always under scruiny. Evaluate the quesion if districts were created at random (in keeping with legal criteria), what might the electoral maps look like? . Today, more than 65 countries provide for descripive representaion via quotas or reserved seats: ensure 30-40% representaion by women (gender quota, representaion for other minority groups varies widely. Explicit remedies for correcing paterns of historical exclusion. Policy difusion throughout the world, especially in the developing world. Gender quotas are most oten adopted when countries are in the process of rewriing consituions. Naional party quotas are adopted by lain america. Naional party quotas and reserved seats are adopted in africa. Party quotas are mainly found in western europe. Ater enforcement this has changed the gender level.
