Her use of the term new war is meant to draw attention to the differences between these conflicts and conventional understandings of war, which policy makers have been using to make sense of and respond to these conflicts. The problem here, of course, is that the received wisdom does not reflect the emerging realities. There is a kind of distinction between appearances and realities that kaldor suggests in defining new wars. The war that we see via media is not the same as the war that is waged on the ground.
