Individually, people might want to do the right thing, but pressures from group make it difficult. Politics are naturally conflictual zero-sum , if one country benefits, the other does not. Our interests are different that other"s interests. Countries won"t put their interests away for collective good, they assert interests against others. Power absolute power count what you have (tanks, soldiers, etc. ) relative power compare what you have to what others have: relative power is much more important. States are not motivated by morality: follow the power, neo-realism something about the system that pushes states to behave the way they do (in a realist, power-hungry manner) Anarchy (international anarchy) not chaos, no effective impartial police-force/government to protect the people, no protection forces a self-help world. This really drives behavior (whether you"re protected or not)
