The social wars (91-87 bc) mark the first time that generals begin to build private armies. Soldiers are still making the same wages they did in the punic wars which is minimal at best. They are only loyal to their generals not rome. Non-roman citizens had no land rights or really any rights and begun to get angry. The romans wanted legislation that specifically punished the corrupt governors. New legislation was passed saying governors could only go on trial if they were out of office. In 90 bc, stricter legislation was passed on colonies that strongly opposed rome that gave their people zero rights at all. They gave other colonies some rights but minimal rights. Members of the first triumvirate began their rise during these wars. Senators begin to put their names/faces on the coinage. Marius sent an angry mob out to assassinate sulla. Business was stopped to a halt as everybody (cid:449)e(cid:374)t hu(cid:374)ti(cid:374)g for sulla.
