Beginning in 1829, andrew jackson awarded federal jobs to party loyalists. Pendleton act: 1883, created the federal civil service, where workers are selected by merit. Effects of civil service reform: four of them! A non(cid:173)partisan civil service prevents workers from being fired when a new party gains power. Hatch act (cid:173) employees are prohibited from active participation in partisan politics. Types of federal bureaucratic organizations: three of them!
