Neutral competence- principle that bureaucracy should be depoliticized making it more professional. Because expertise is required in many decisions, democracy is not best way to make every decision. Certain types of businesses, like us post office, would not turn profit in private sector and would not survive. Need for structure of hierarchical expert decision making. Consequences in rule- based system: red tape, rigid adherence to rules. Accountability: federal bureaucracy is accountable to both congress and president. Design of federal bureaucracy is less like coherent structure and more like patchwork quilt. Essential government function: departments of state, war, treasury. Changing public needs: western territories = interior. Departments- major subdivisions of federal government, represented in president"s cabinet: ex. Independent agencies- government organizations independent of departments but with narrower policy focus: ex.
