Why would congress delegate authority to bureaucrats (or independent commissions) Between interest groups & congressional committees = special interest/lobbyist problem. Between congressional committees & executive agencies = principal-agent problem. Between interest groups & executive agencies= regulatory capture. Interest groups influence at every stage of government government = congress, president, courts, bureaucracy. How do interest groups emerge and maintain? (how do successful interest groups overcome collective action?) Emerge through actions of policy entrepreneurs (agenda setting) Information provision: fire alarm (letting ppl know when theres a problem, congress is going to do something, creating urgency) Inform the public about issues & elected officials stances. Aka they want to make issues salient, alter the costs & benefits of collective action. Preventing something from moving forward using power. Ante before (proactive), post after (reactive) something happens.
