Human rights set the bar for legal rights in that they represent the minimum standards that states should adhere to. Human rights provide a key protection for individuals against the power of the state and provide a useful tool for holding the state to account for the actions of its agents. Human rights are especially useful in ensuring that the state offers equal protection to all citizens regardless of their personal characteristics (e. g. race, sex, sexual orientation, age).
