The debate between liberalism revolved around: personal freedom, limited government, equality of right, consent of the governed (in lecture 3). As we go through revolutions, the concept of who we the people" are becomes wider and wider. Personal freedom means the right to develop to your full potential. It comes access to the means necessary to achieve that potential. You are living in a society where you can achieve your potential (reformed liberal point of view). Reformed liberals would not see gvt as bad guys. It is okay to impose taxes that is progressive.
