Fear of fraud- criminals taking on a new identity. A mechanical process that would remove subjectivity from the case. The mug shot- identifying the offender as a criminal. Anthropometry (the measuring of the human body) Identifying the concept of the average man and applying these findings to the entire population. Ex: the french are well-built and muscular. Assumptions were made about character as well less solid. Shift in focus from crime to criminal. Displayed very few signs of criminality yet had the highest potential. Combined a large number of mug shots with hopes that the common characteristics would be evident (criminals would have specific characteristics) Did this by hand- only the similar characteristics would remain in the photo. Used anthropometry to law enforcement in creating an identification system based on physical measurements. Anthropometry was the first scientific system used by police to identify criminals. Before this it was just names and photographs.
