Combined a large number of mug shots with hopes that the common characteristics would be evident (criminals would have specific characteristics) Did this by hand- only the similar characteristics would remain in the photo. Used anthropometry to law enforcement in creating an identification system based on physical measurements. Anthropometry was the first scientific system used by police to identify criminals. Before this it was just names and photographs.
