Keep public order, maintain armies, collect taxes etc. As trade became more important as years passed, govt elites made conditions to get profits from these trades. By the 18th century everyone was trading and people saw it as the ultimate source of well-being. States created and maintained the infrastructure that made trade possible: they also developed and maintained ports, built roads and canals and railways, e. g. railway built in canada helped trade across canada connecting west end to east. Nation states then began to develop into partnerships btwn ruling elites and merchant classes = this way states became building blocks of an emerging global economic network. Each state now the guardian of its own national economy, functioning to advance economic lives of its citizens.
