People have free will to choose criminal/lawful solutions to meet basic needs of life (maslows) Criminal solutions may seem attractive since they put in a little work and get a large payoff: crime pays better than non criminal behaviour, fear of punishment deters crime. Relationship b/w crime and punishment needed to be fair: severe, certain and swift punishments work best. Which would lead ppl to view system as illegitimate.
