Living under impartial laws that have been authorized is the best liberty: self directing, independent republic, loved vs. feared sovereign. Moral creature in a good community living the best life possible: liberty for hobbes: sovereign will leave a zone in civil society where there are no laws. What the sovereign wants: public interest/public good. General will does not judge individual actions. General will is always right: sometimes misled or tricked, possibly interpreted as infallible.
