In the late 1990s, effective powers rests with the pm and a small group of carefully selected courtiers. The public debate in canada since the late 1960s focused on actual or proposed constitutional changes and not on the internal machinery of government. The evolution of the machinery of gov, particularly within the federal government, has had far-reaching consequences for the public service, public policy, canadian federalism and for canadians themselves.
