Ned franks said that unquestionably parliament has become a less prominent place for major political announcements and debates. Effective power rests with the pm and small groups of carefully selected courtiers. This includes key advisors in his office two or three senior cabinet ministers, lobbyists, pollsters and a handful of senior public servants. The public debate in canada since the late 1960s focused on actual or proposed constitutional changes and not in the internal machinery of government. Individual ministers and their departments lost a great deal of autonomy to full cabinet, or to shared knowledge and collegial decision making but this did not last very long before court government started to take root. Pm pierre trudeau established in 1975 a central agency to deal with federal provincial relations.
