Military is part of state structure and is distinctive in that it exerts power on behalf of. Military remains as extension of states monopoly of violence, arm of executive. Regime falls when military ceases to defend it. Military may offer itself as an alternative to civilian rule. Perspectives: (a) liberal: police as neutral body, sustains rule of law impartially, consensually. In this view police hold high legitimacy and has no broader political function then upholding rule of law. (b) conservative: stress"s police role in preserving authourity of the state. Props up state authority in face of constant threat of disorder. Rooted in more of a pessimistic view of human nature.
