Document Summary

1977 replaced cost sharing arrangement with a block fund (chunk of money) Under block fund gave provinces more flexibility, made it easier for them to budget rather than being reimbursed. Gave them the chance to invest some of the money too. Post 70s public and private health care spending increased during this time. 90s tried to cut back the amount of funding, tried to cap spending to save the budget, reduce cash transfers from feds to provs. Decrease in spending expenditures during this time still grew but more slowly (inflation, per capita spending) 1995 giving provinces one big chunk of money and let them distribute to the departments. Canadian perceptions about quality of health care system were low provinces began to ramp up their spending on hc. Early 2000s increase in spending, particularly paying doctors. Partly because increases in remuneration but not increase in services/treatments. Hospital expenditures also growing because of increased staff numbers.
