Document Summary
Emergence of a new type of warfare. Ideology not a main factor in the terror/revolutionary wars: people"s war not wars of a king. Power the major issue: basis of ideology, more concerned with the maintenance of power because of the different nature of government. Difficult to understand the whole without looking at the individual states/provinces: napoleon had to hegemonic europe (opposite of the balance of power, france to keep order within europe, similar to present usa. Cannot completely eliminate ideology from the equations: major changes rooted in them. Events in france compromise idea of balance of power in europe: balance of power and balance of terror are different, power differences are limited. New elements of war: production capacities of countries, increased size of armies, conscription, bureaucracy, increased number of roads, well-trained officers, etc, standardization of weapons, communication (optical telegraph) and optimization of old means. Made it difficult to stop the war.
