Top down and bottom up simultaneously influence eachother. Positive feedback loops tend to grow relatively quickly. But they can also be very subtly influenced. A small effect can quickly result in a very large effect. Bottom up and top down are highly influential feedback loops, and if you can change one of them, you can have control over the system.
