Western democracies whose members are all appointed by one person: the head of the executive branch (the pm): you have to be at least 30 before you are eligible to be appointed to the senate. Once appointed by the pm, canadian senators serve until they reach the mandatory retirement age of 75: so, the members of the senate are replaced on an ongoing, incremental basis. As one reaches retirement age, s/he is replaced by whoever is the pm at that time. Harper was pm from 2006-2015, and by the time he left office, he had appointed over 50% of the membership of the senate.
