Main focus: military capabilities/strategies states develop to deal with military threats. Main concern (gauge threats, ensure security): state power. Power = ability to defeat the other in war. It"s important to remember that realists and neo-realists like walt do not believe that peace is an attainable goal. Goal: prevent one state from getting too much power (hegemony, empire)
