Tension: national (one state) vs. international (all states) Security is zero-sum: if one side has more, other side has less. Security dilemma: when one state increases security, other feels threatened so they increase theirs (cid:895) Goal: prevent one state from getting too much power (hegemony, empire) sta(cid:271)ilit(cid:455)/order, (cid:374)ot peace. War does not mean breakdown of order (important role in preserving system)
