Never neutral because it always comes from authorities. Health policy: a type of public policy focused on addressing health-related issues. It says that all policies need to consider health. You have to do health impact assessment to know pros and cons about the health of people etc before implementing a policy. 1840+: sanitary phase - focus on environmental engineering to provide clean water, sanitation, improved housing, etc. Time period of industrial revolution, people begin to realize that built environment has ability to cause public health crisis. 1910+: education focus on educating the public about cleanliness, personal behaviour, and personal responsibility for their own ill- health and health.
