Went from a full forest bare soil. Went from a natural ecosystem agriculture ground. Drastic change from one state to another. Fire huge burst of carbon transferred into atmosphere. Fire as regrowth happens, carbon is transferred back to the forest. Harvest no regrowth happens, carbon is not transferred back to forest.
