Imposition of mandatory minimum sentences; increase in maximum penalties; restricted use of conditional (nonprison) sentences; reduced opportunities for release; austere prison conditions. Imprisonment rates go up for some groups, but there"s no huge overall increase. Large increase in indigenous, black and women that are in prison, but decline for white men these result in greater inequalities in our communities/making it worse: fewer people being released and individuals serving more of their sentence. Does it lead to any change: policies have to be implemented by individuals (with agency) on a regular basis. Individuals with agency include people like police officers, crown attorney"s, judges. Just because the government decides to go tough on crime doesn"t mean everyone under them does. Judges can say it is a cruel punishment, try and compensate in another way, etc.
