Program: we consider programs to be structural containers for long term commitments usually composed of services and or intervenions designed to both directly and indirectly address human needs. Projects: shorter ime limited existence, more lexible so they can be adapted to the needs of the changing environment. Pilot projects - test run (limited ime, then make changes and modify as needed or terminate) Funding - can change- gov"t grant iniially, change to more reliable funding. Needs - should always respond to some kind of need. Non proit agency, church, hospital, school board, municipaliies, governmental agencies. A program is an organizaion that also exists to fulill a social purpose. There is one main dif: a program has a narrower, beter deined purpose and is always nested within an agency - page 36. The situaion, seing or enviro in which the planner is planning. Part of social policy has to do with social issues such as public access to social programs.
