Historically was defined in social terms and political terms that family is people who blood and or legal ties. You have to be biologically related (blood ties) and how spouses are related. The legal contract binds people who have been adopted (legal ties). People could be tying by blood and legally and example would be cousins getting married together. One of the problems is that the legal system only recognizes one particular form of violence, which is physical. None of the statistics are correct on family because they are only looking at physical violence. They are also expecting that the ones that are reported are the actual numbers. People who have access to resources do not go to the emergency to report violence. Most of the family violence is not physical. The legal system only takes physical violence because they have legal evidence in order to press charger and take it to the court.
