Raise debt - can"t get into debt - not their money, can"t take a risk with it. Had strict rules about raising debt and what debt they can own. A problem with municipalities for going bankrupt - inhabitants or provincial government would have to bail them out. Are limited to their territory - can"t act elsewhere - this is the extent to their power. Upper tiers - regions - deal with more high maintenance stuff - allows a city to operate.
