For example, a local municipality may be best suited to address issues such as provision of leisure services, by-law enforcement and licensing in a representative manner. At the same time, the two-tier format facilitates provision and coordination of municipal services across a larger geographic area particularly where the nature of the services is best provided within the larger corporate framework. The two-tier framework attempts to balance representation of interests of the constituent municipalities through representation of those municipalities on the upper-tier council.
