Generally used to indicate an intervention by government o constrain o direct the activity of industry. Functional: maintaining the proper function of a complex system. Prescriptive: obligation of subjects are specified formally. Making a choice to un or de regulate is also a form of regulation. Governments are not the only ones involved in regulation. Various tools and approach in regulatory toolkit .
