The outcome of the talks between israel, egypt, the us and palestinian representatives from within the west bank and gaza was supposed to recognize the legitimate rights of the palestinian people. In the west bank and gaza, the number of israeli settlers jumped from 3200 in 24 settlements in 1977, to 43,000 in over 100 settlements in 1984. 750,000 to 800,000 settlers in west bank and jerusalem. From 1980-82, 20 meetings were convened among israeli, egyptians and us delegates. Yet no real palestinian participation and no results. Israel and egyptian concepts of autonomy and definition of self-rule were divergent. Israel recognized only the autonomy of the people not applying it to the land. Israel refuse to recognize the palestinians as a national community. Proportional representational government: 13 parties and 120 seats, coalition government. National religious party, not a big party, significant because always part of government coalition. Palestinians in the west bank and gaza dependent on work in israel.
