Waldron: if we are to impose limitations on free expression, we need to get clear on the social practice of toleration which will determine forms of expression a society should/not tolerate. Tolerance is a minimum standard of moral action; it simply requires forbearance (i. e. to suffer the existence of x). But we are only willing to endure something if we consider something else to be more valuable. But if we fail to share certain values, we will fail to tolerate the expression of values contrary to our own.
