City is a much more specific term - a place of certain size, function or political status. An agglomeration (cluster) of discontinuously built up urban areas. Suburb: a specialized and peripheral area of a nucleated settlement. An agglomeration (cluster) of discontinuously built up urban areas acting as an integrated economic unit.
