Implies connection btwn how economy is doing and how ppl choose to vote. If economy is doing well, or is personal financial situation is stagnant or improving, they vote to elect incumbent. If economy or personal situation is deteriorating, they vote out incumbent. You punish the incumbent if the econ is doing bad. This takes a difficult decision, and makes it simple to understand. Assumes that political universe shrinks down to one single object: incumbent party. Up to a point is makes sense that voter attention is not evenly divided. Voters may pay more attention to party in power, than other parties. This is because they can scrutinize performance through past record. However, what parties out of power, what they would have done, is just a matter of guess-work.
