Expansion of the eu to the east id not erase communist legacy, part of the reason why the transition paradigm is incomplete. There are false assumpitions that the transition means all authoritarian regimes will turn into democracies and that this transition happens in stages. It assumes that elections solve all problems and the underlying conditions of each state are not important. Shallow and troubled civil society, lack of full participation by voters, weak state. One group dominates politics, alteration of power is unlikely, the line between state and the party are blurred. Critical junctures: key moments in time that define a legacy. Threat of soviet intervention in eastern bloc countries removed in 1989. Ex: poland allows private enterprise/holds elections, thousands flee germany, berlin wall falls, hungary declares itself a republic.
